How can I get my icons and desktop looking like this.

Its just enlarged icons...

on your desktop, hold control, and mouse wheel up or down to change icon size.

And there are a couple custom icons, like firefox and steam.

Yeah it's just vista like enlarged icons like slapnuts said. Also some customized gadgets.
