When I put my res under 1024 its waving badly and its also doing it in games?

Tearing, only way to fix it is to put Vsync on.

I used to have this problem with my old 21'' CRT Monitor when I dropped to 800x600. Go into the monitor options and look for a setting called "moire". I read up on it, and after adjusting it... my problem was gone.
